Joseph Shields, President
Shields returns to Millennium after serving as Chief Operating Officer at NiSource’s (NYSE: NI) Columbia Pipeline Group (CPG) – with responsibilities in business development, customer service, operations, regulatory and marketing areas.
Prior to joining CPG, Shields served as president of Millennium, where he optimized the pipeline’s strategic location, delivery points and status as a low variable-cost pipeline, to create an ideal choice for both Marcellus Shale producers and local distribution companies throughout the Northeast.
Prior to that, Shields previously served as executive vice president and COO of New Jersey Resources (NJR). At NJR, he was responsible for natural gas supply acquisition, negotiating transportation agreements and the development of NJR Energy Services from its inception to its current standing as a successful energy marketing company operating throughout the U.S. and Canada. Shields holds a bachelor’s degree in business administration from Stockton State College and has completed the Changing the Game: Negotiation and Competitive Decision Making program at Harvard Business School. He also served on the Advisory Board for the School of Business at Montclair University.
Richard R. Gardner, Sr. Vice President, Business Development
Rick Gardner is responsible for growth and expansion of the Millennium Pipeline through the development of new business opportunities. In this role, he seeks to add value for existing shippers by identifying opportunities to increase both supply and demand, along with adding new shippers through infrastructure enhancements.
Prior to joining Millennium, Mr. Gardner served 33 years with various New Jersey Resources (NJR) companies. At NJR he had leadership roles in the launching and early growth of NJR’s unregulated wholesale natural gas optimization business, natural gas midstream investment business, and most recently NJR’s renewable energy investment business. In these roles, he was responsible for business development, joint ventures and acquisitions. Mr. Gardner is a graduate of Bates College, Lewiston Maine.
Georgia Carter, Vice President and General Counsel
Prior to joining Millennium, Georgia Carter was Senior Vice President and Deputy General Counsel, FERC Compliance & Regulatory for the Columbia Pipeline Group, which includes Columbia Gas Transmission, Columbia Gulf Transmission, Hardy Storage and Crossroads Pipeline. Before the reorganization associated with Columbia Pipeline Group’s recent split from NiSource, she was Senior Vice President, Compliance & Regulatory Affairs.
Before joining the Columbia Pipeline Group, she served as Deputy General Counsel for Gas Transmission and Distribution for Dominion Resources Services, Inc. In addition, Carter held a variety of leadership roles in the law department and in the marketing group of Consolidated Natural Gas Company and Dominion Resources.
Carter earned an undergraduate degree in economics and philosophy from the College of William and Mary, as well as a law degree from the Marshall Wythe School of Law.
John Keith, Vice President, Finance and Controller
John Keith, a licensed certified management accountant, has 20 years of gas industry experience serving in progressive management and executive capacities in the areas of internal and external financial recording, reporting and policymaking, regulatory reporting, project control and treasury. Mr. Keith’s responsibilities include the overall financial, regulatory and human resource activities of the Millennium system. Mr. Keith was formerly the Acting Controller of New York State Electric and Gas Corporation located in Ithaca New York. Mr. Keith is a graduate from Ithaca College.
